The Office of Detention and Removal (DRO) is a division of the Immigration and Customs Enforcement (ICE) branch of the Department of Homeland Security. DRO has the authority to arrest and detain an alien who (1) is undocumented, (2) has committed a crime, and (3) does not have proof of legal status.
DRO officers will take an arrested individual to the closest detention facility that has bed space. This facility can be a state, county, regional, or federal detention center.
It is often difficult to locate and communicate with a detainee. Some facilities allow a detainee to call family, friends, and attorney using a telephone system. Certain systems might allow only collect calls to registered phone numbers. Most facilities ask a detainee to list the relatives who may visit. They are often more flexible with attorneys and clergy. Each detention center has its own procedures for communication and visitation. We recommend that you contact a facility about its specific policies.
When you do communicate with a detainee, an important question to ask is: "What is your A number?" ICE officials docket, file, and keep track of each case using this number.
